The new WCO report on Customs and Tobacco 2007 aims to review tobacco smuggling and diversion to illicit markets on a global basis in order to support risk analysis and assist the anti-smuggling efforts of Customs administrations. It also includes many facts and figures and detailed statistical analyses of trends and modi operandi prevalent in the smuggling of tobacco during 2007. The report will also enhance efforts to develop international, regional and national strategies to combat this ever-increasing problem.
The Annual “Customs and Tobacco” Report is divided into three main sections: a review of the legitimate cigarette trade, a global overview of tobacco smuggling and a section that highlights special items of particular interest. The section on legitimate trade was produced by the Intelligence Department of the Excise Fraud Office (FIOD ECD) and the Customs Information Department both part of the Dutch Tax Administration located in Rotterdam (NL). The global overview on tobacco smuggling was produced by the RILO for Western Europe. RILO A/P and ECE contributed to the third section of the report which contains useful information on the global tobacco smuggling. The analysis demonstrates that tobacco and cigarette smuggling remains a growing global problem.
